Nixon: Feds Will Set Up Missouri’s Health Insurance Exchange

Gov. Jay Nixon says Missouri effectively has run out of time to implement a state-based health insurance exchange mandated by the Affordable Care Act, adding that the federal government would soon step in to design the program.

    This proposition was worded in such a way as to be completely and totally confusing. I don’t think that most people who voted on it understood the implications. The result does not reflect what the people want, only how to finesse language so that no means yes and yes means no. Nixon is the one taking the easy way out by not taking any action whatsoever.
