After gaining initial approval in St. Louis County, the St. Louis Board of Aldermen took a big step toward sending a sales tax increase to the ballot to pay for enhancements around the St. Louis Arch and to fund parks and trails around the region. Prospects in St. Charles County, however, look dim.
